<p style="text-indent: 2em; line-height: 1.8;">二、申请人的资格要求：</p>
<p style="text-indent: 2em; line-height: 1.8;">1.满足《中华人民共和国政府采购法》第二十二条规定。</p>
<p style="text-indent: 2em; line-height: 1.8;">2.落实政府采购政策需满足的资格要求：</p>
<p style="text-indent: 2em; line-height: 1.8;">（1）强制采购：采购需求中属于《财政部 发展改革委关于印发节能产品政府采购品目清单的通知》（财库〔2019〕19号）中标注★的节能产品，实行强制采购。</p>
<p style="text-indent: 2em; line-height: 1.8;">（2）优先采购：采购需求中属于《财政部 发展改革委关于印发节能产品政府采购品目清单的通知》（财库〔2019〕19号）中未标注★的节能产品，以及《财政部 生态环境部关于印发环境标志产品政府采购品目清单的通知》（财库〔2019〕18号）中的环境标志产品，实行优先采购。</p>
<p style="text-indent: 2em; line-height: 1.8;">（3）本项目为非专门面向中小企业采购。对小型、微型企业包括视同小型、微型企业的残疾人福利单位、监狱企业，给予价格评审优惠。</p>
<p style="text-indent: 2em; line-height: 1.8;">3.投标人特定资格条件：无。</p>
<p style="text-indent: 2em; line-height: 1.8;">4.单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加本项目同一合同项下的政府采购活动。</p>
<p style="text-indent: 2em; line-height: 1.8;">5.为本采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的，不得再参加本项目的其他招标采购活动。</p>
<p style="text-indent: 2em; line-height: 1.8;">6.列入失信被执行人、重大税收违法案件当事人名单，列入政府采购严重违法失信行为记录名单的，拒绝其参与政府采购活动(供应商在参加政府采购活动前3年内因违法经营被禁止在一定期限内参加政府采购活动，期限届满的除外)。</p>
